LIGHTING TENDER FOR SIMHASTHA VENUE

Ujjain :  Indore High Court (HC)’s order to cancel lighting contract for Simhastha Fair-2016 at the cost of Rs 18.89 crore has not only exposed the tall claims of transparency and zero tolerance against corruption made by the concerned authorities, but it has also raised fingers on the manner in which contracts of key works worth millions were allocated.

Gujarat-based HEL Infra Projects Ltd had moved a petition alleging huge irregularities in awarding the contract of lighting in the fair area. Ujjain Municipal Corporation (UMC) awarded the contract to New Delhi-based HPL Electric and Power Pvt Ltd. On Friday, a double bench comprising Justice PK Jaiswal and JK Jain quashed the contract and also directed the Economic Offences Wing (EOW) to conduct an inquiry into the tender allotment procedure. HC order forced the lighting work at the Simhastha venue to be withheld.

On Saturday, UMC Commissioner-cum-Simhastha Fair Officer Avinash Lavania rushed to Indore and remained busy in consultation with the legal experts so as to challenge the said order. Deputy-Commissioner RP Shrivastava told Free Press that the UMC would soon move a special leave petition in the Supreme Court and seek early hearing, besides stay on the HC’s order. In the backdrop of the HC’s order, administrative activities at the Simhastha Fair Authority and UMC became sluggish.

Sources informed that the contract was given for manufacturing, supply, installation, operation and maintenance of street lights at and for Simhastha-2016. 5500 LED lights of 100 mega watts, 1500 LED lights of 150 mega watts and 16 high masts were to be installed.

The petitioner company had quoted second lowest rates of Rs 21.89 crore against the offset rates of Rs 23.89 crore fixed by the UMC. The awardee company HPL Electric and Power Pvt Ltd was served the work order on December 2 and first hearing in HC was held on January 6.
