erestingly, both the parties are blaming each other for the fiasco and both are expecting to gain in the state polls.

Congress feels it has succeeded in sending out a right political message by passing the Bill in the Lok Sabha.

The BJP is charging the Congress with orchestrating the fiasco in the Upper House. If the movement in favour of Lokpal shows its impact in the polls, the pressure on the Congress will pick up. Otherwise, the Lokpal Bill will meet the fate of the womens reservation Bill which has been passed by the Rajya Sabha but since then it has been lying in cold storage.

Both parties share the blame equally

If some Parliament watchers are to be believed, both the Congress and the BJP share the blame for the fiasco.

Not only did the Congress- led UPA not have the majority in the Rajya Sabha, even some of its allies were opposed. Therefore, they say it is not fair to put the blame entirely on the government. They say the BJP was not in favour of getting the Bill passed. It had not given its support in the Lok Sabha. It did not give assurance to the government on passing the Bill in the Rajya Sabha. The opposition had brought 187 amendments, even including those which it had accepted in the Lok Sabha. If there was voting in the Rajya Sabha it would have brought embarrassment to the government.

TMC remains a big headache for Congress

Congress leaders are upset that their party has failed to reign in its biggest ally, Trinamul Congress. They are more upset because its leader, Dinesh Trivedi, had extended full support to the Bill in the prime ministers meeting with allies.

Even in the standing committee, TMCs Sudip Sukhendu Shekhar, had not offered any dissent. However, they expect that the results of UP polls will finally come to their rescue.

The story doing the rounds in the capital is that it was the speech of BJD MP, Bhartruhari Mehtab, in the Lok Sabha which had strengthened TMC leader, Mamta Banerjees resolve against the Lokpal Bill. Mamata who heard his speech on TV, was so much impressed by Mehtabs arguments against Lokayukta provisions that she asked her party MPs to meet him and understand the issue.

She even asked a top opposition leader to draft her partys amendments. Even the efforts of home minister, P Chidambaram, to allay her fears failed to have any impact.

BJPs trouble- shooter

Arun Jaitley, leader of the opposition in the Rajya Sabha, has emerged as the BJPs trouble- shooter. Jaitely, who had lavished praise on Pranab Mukherjee as the UPAs trouble- shooter, during his speech in the Rajya Sabha, moved fast and held meetings with leaders of the Trinamul Congress, RJD, BSP and the Left. Trinamul Congress leaders were trying to underplay their meetings with Jaitely. ” Simply because we had a chat with him ( Jaitely), does not mean we are working at his behest,” said a senior Trinamul Congress leader.

No second term for ” bravado

” If Rajniti Prasad, RJD member, who took Lokpal Bill from the table of Union minister for personnel, Narayanasamy, and tore it in the Rajya Sabha in front of the whole nation, thinks he will get some reward, he is mistaken.
